What is an Electronic Building Permit System ( E-BPS)? How to use it? : Kathmandu Metropolitan City

The Electronic Building Permit System (E-BPS) is an online system that streamlines the process of approving building maps and issuing electronic building permits. This system was developed to make the process of approving building maps easier within the Kathmandu Metropolitan City. Initially, designers are provided with a username and password to access the system. 

This page is used by designers to submit building maps online. After entering the username and password provided by the office, the user is directed to a page where they have to fill in personal details. On this page, they need to provide information about the land, i.e. cadastral, house map, and survey map. They also need to fill in details related to the village and ward codes and their system on the same page. 


Once the details are filled out, the form is sent to the city registration deck by the house map designer. The registration deck verifies the form and checks the submitted documents. If everything is in order, the designer is informed with comments to make necessary changes, if any. Once the information is correct, it is sent to the technical deck for testing of Wildling Village code. Once the details are correct in the technical desk, they are sent to the technical specs team where they check the paperwork from the coding side. 


If the designer fills in the details incorrectly, the software displays red or faulty data. After passing through both technical processes, the file reaches the executive van where an overall analysis of the details is conducted. Once it passes, it moves on to the building permit process. Then, The file will be forwarded from the Revenue Desk to the ward office. The ward office publishes a notice to understand the relationship with the landowner for 15 days. On the 16th day, the survey is conducted and the map is prepared.


After that, the data, including details of the survey and map, is sent to the executive desk located in the city center. In this way, the necessary standards for building construction are analyzed through software and approval is provided. E-BPS system helps to minimize human error and prevent negligence and weakness in the building construction process.
